Hennepin County Job Overview
Hennepin County’s Behavioral Health division is hiring a fully-remote Analytics & Continuous Quality Improvement (CQI) Manager to shape data strategy across all mental-health services. Reporting to senior leadership, you will supervise an analyst team, build outcomes dashboards, oversee data quality, and translate analytics into action that improves resident care and trims disparities. Minimum requirements: bachelor’s degree + 5 years of relevant analytics/quality-improvement work, or 9 years’ progressively responsible experience (education may substitute year-for-year). Mastery of SQL/Power BI—or similar query, visualization, and statistical tools—and a record of leading data-driven program change in the public sector are strongly preferred.
The post is 100 percent remote (occasional Twin Cities travel, up to 12 days/year) with a Monday–Friday schedule, Minnesota residency, a $500 home-internet stipend after six months, and eligibility for the county’s full benefits package plus a $500 employee-referral bonus. Location and Hours
This position is fully remote. Remote workers may be required to come on-site an average of 0 to 12 days a year for work meetings, trainings, or other necessary reasons as determined by their supervisor. Advance notice will be provided whenever possible. The work schedule is Monday through Friday, with flexible hours between 8 a.m. – 5 p.m. Candidates must reside in or be willing to relocate to Minnesota.
Special Incentive: New employees hired into remote or hybrid positions between January 2, 2022, and December 31, 2024, will receive $500 towards the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.
Responsibilities
- Facilitate and coordinate data and analytics requests for leadership, County Administration, community stakeholders, and the Department of Human Services.
- Develop and plan data, CQI, and analytics priorities, including outcomes dashboards based on key priorities and compliance.
- Maintain an inventory of data products, including reports, dashboards, surveys, advanced analytics, and research studies.
- Monitor data quality and ensure consistent standards are implemented.
- Supervise staff working on data, analytics, and CQI initiatives.
Required Qualifications
One of the following:
- Bachelor’s degree in business administration or a related field, plus five years of relevant experience.
- Nine years of experience in general administrative work related to departmental/organizational operations or a relevant specialty area, substituting education on a year-for-year basis.
Preferred Qualifications
- Experience with data systems and programming for analytics, reporting, or data science in the public sector.
- Experience in evaluating and continuously improving programs.
- Experience using data analytics to drive strategic goals.
- Experience in a supervisory or leadership role.
- Experience facilitating groups and guiding them to create new programs and operational improvements.
- Knowledge of query, reporting, and visualization tools (SQL Server, Power BI, SSRS), statistical and programming applications (R, Python, SAS, SPSS), and Microsoft Office Suite.
Skills and Abilities
- Develop and implement project work plans, adapting strategies as needed.
- Work independently and drive work by educating and inspiring others about strategic use of data analytics.
- Build and nurture collaborative relationships with various stakeholders.
- Lead within a diverse leadership team, aligning data and analytics with operations and outcomes.
- Address and discuss issues related to race, ethnicity, sexual orientation, gender identity, disability status, and other factors impacting residents.
